DMS ↔ Decimal Degrees implementation
A source-bound implementation contract for DMS ↔ Decimal Degrees; deployment and executable qualification remain separate.

Input and validation requirements
The extreme-magnitude vector exposes loss of the one-second fractional component when JavaScript Number arithmetic adds 1/3600 to 100000000000000000000. The negative-DMS vector also exposes an output-changing convention ambiguity unless the sign convention is explicitly defined.
Required corrections
No binding erratum is attached to this unique-name record. Implementers must still preserve the declared units, domain, and failure behavior.
Inspectable interface fixture
The sample below is evidence for interface and validation tests, not a production implementation.
