This page defines proposed acceptance criteria for the qualification lane. It does not execute tests, establish compliance, qualify the subject, or authorize an effect.

Outcome definitions

Verified
All stated evidence and acceptance requirements passed for the exact reviewed revision; this still does not authorize deployment or an external effect.
Failed
One or more deterministic acceptance requirements failed with an inspectable reason.
Needs review
Evidence or interpretation is incomplete, conflicting, or awaits an identified human reviewer.
Held
Authority, required evidence, safe execution conditions, or a principal gate is absent.

The current record remains NOT RUN / HELD. These definitions describe candidate outcomes only.

Proposed deterministic acceptance tests

Route-resolution and distinct-content checks apply only to the admitted canonical routes in this record. Held source-proposed extensions are non-resolving proposals and are excluded.

  • A complete packet preserves the supplied source reference agents/index.html#stan and identifies Stan as owner_agent with owner_status VERIFIED, without extending that authority.
  • Every material claim has a source locator, source hash or explicit unavailable state, receipt ID, timestamp, and reviewer-visible status.
  • Qualification fails when any receipt is missing, duplicated, unverifiable, attached to the wrong canonical ID, or based on a superseded revision.
  • Qualification fails when chronology contains impossible timestamps, missing timezone for a decision deadline, broken predecessor links, or unexplained ordering.
  • Qualification fails when any proposal treats confidence as permission, manufactures authority, or converts a proposal into an effect.
  • Qualification fails when a principal-gate action lacks a separately recorded human approval; the resulting state is Held.
  • The interface can be completed using keyboard navigation, exposes labels and status text to assistive technology, does not rely on color alone, and retains visible focus.
  • Private evidence is excluded from public-facing records by default; only minimum necessary metadata is shown in shared review views.
  • Changing one source byte or supplied checksum causes the hash/checksum test to fail and marks dependent receipts for revalidation.
  • Duplicate submission is idempotent by canonical handoff ID and revision; it must not create a second accepted transition.
  • Missing source, unavailable tool, provider failure, timeout, malformed payload, permission denial, and conflicting instruction each produce a named failure state with no external effect.
  • The final record distinguishes proposed, Needs review, Approved locally, and Held; none claims deployment, provider connection, database authority, customer indexing, publication, or qualification.

Negative and held-state tests

  • A receipt can prove that data was recorded, not that the underlying claim is true or that an action was authorized.
  • Hash equality can establish content consistency but cannot establish provenance, identity, permission, or safety.
  • A named native surface does not prove a connected web feature or external provider effect.
  • Timestamp drift, missing timezone, clock changes, and manual backdating can produce false chronology.
  • Retries can duplicate handoffs or create conflicting state unless canonical IDs and revisions are enforced.
  • Sensitive incident, credential, customer, or infrastructure details may be exposed through notes, attachments, search, or messages.
  • Accessibility defects can prevent reviewers from seeing blockers or completing approval.
  • A deadline may be mistaken for permission to act.
  • Conflicting instructions may be merged incorrectly or resolved without a human decision.
  • False positive qualification could permit destructive remediation, credential changes, public deployment, legal filing, or money-related action.

Qualification claim boundary

Potentially allowed only after the stated evidence

  • This is a proposal-only qualification package for receipt-backed handoffs.
  • The supplied source identifies Stan as the owner agent and Chief Security and Engineering Officer with VERIFIED owner status.
  • The package defines review fields, bounded steps, deadlines, negative tests, accessibility checks, privacy checks, chronology checks, and held-effect rules.
  • The listed instruments are allowed verified directory entries and are designated for bounded checking purposes.

Still held

  • That any handoff is qualified.
  • That Stan has authority beyond the supplied source record.
  • That any provider, credential, database, customer, publication, deployment, or production feature is connected or active.
  • That a receipt proves execution, correctness, authorization, or safety.
  • That any external message was sent or any gated action occurred.
  • That the native routes are more than local prototypes or indexes.
  • That documentation or web behavior has been deployed.
