This page defines proposed acceptance criteria for the qualification lane. It does not execute tests, establish compliance, qualify the subject, or authorize an effect.

Outcome definitions

Verified
All stated evidence and acceptance requirements passed for the exact reviewed revision; this still does not authorize deployment or an external effect.
Failed
One or more deterministic acceptance requirements failed with an inspectable reason.
Needs review
Evidence or interpretation is incomplete, conflicting, or awaits an identified human reviewer.
Held
Authority, required evidence, safe execution conditions, or a principal gate is absent.

The current record remains NOT RUN / HELD. These definitions describe candidate outcomes only.

Proposed deterministic acceptance tests

Route-resolution and distinct-content checks apply only to the admitted canonical routes in this record. Held source-proposed extensions are non-resolving proposals and are excluded.

  • Positive: a complete claim with owner, source locator, provenance, revision, receipt, and reproducible check inputs produces a review record with a deterministic pass or hold result.
  • Positive: changing the claim revision or source SHA-256 causes the prior result to become stale and requires rerun.
  • Negative: an attempt to mark Tilly’s own evidence approved is rejected and records a self-approval failure.
  • Negative: a claim with no source locator, no receipt, or unsupported certainty cannot receive a pass.
  • Negative: a contradiction between two supplied source records produces a blocking contradiction record and holds the claim.
  • Negative: a draft marked for publication remains held and cannot become a public claim through this job.
  • Accessibility: every required check has a text label, keyboard-operable control, visible focus state, non-color pass/fail indication, and an accessible error message; visual-only evidence is insufficient.
  • Accessibility: review results, deadlines, source labels, and failure reasons are available to assistive technology and remain understandable without relying on color, audio, hover, or animation.
  • Privacy: the form does not require credentials, customer indexing, external provider access, hidden upload, or unnecessary personal data; sensitive source content is linked by record ID and locator where possible.
  • Privacy: a rejected or held record does not expose protected content in public routes, search results, message drafts, or publication views.
  • Chronology: evidence dated after the claim is not treated as support for an earlier claim without an explicit temporal explanation and human review.
  • Source: a source record with changed content but unchanged claimed hash fails checksum comparison when both values are supplied; the result is held pending correction.
  • Authority: approval, publication, funding commitment, credential access, changes to another agent’s source, external sends, and provider/database writes remain held with no external side effect.
  • Failure state: malformed dates, missing required fields, duplicate record IDs, unavailable source receipts, unsupported instrument slugs, and conflicting lifecycle states show actionable errors and preserve the last valid revision.
  • Failure state: partial save preserves draft status and identifies unsaved fields; it does not report qualification or approval.
  • Instrument: only exact allowed slugs are accepted; an unlisted, disposed, or misspelled slug is rejected without substitution.
  • Ownership: the review record remains owned by Tilly as reviewer, while canonical source and claim records remain owned by their originating agents.

Negative and held-state tests

  • Self-approval or conflict of interest
  • Claim certainty exceeding supplied receipts
  • Contradictory or stale source records
  • Chronology errors and retroactive evidence
  • Hash, locator, provenance, or revision mismatch
  • Accidental exposure of private or protected records
  • Inaccessible review controls or color-only statuses
  • Treating a prototype route as a connected production feature
  • Unauthorized publication, funding, credential, provider, database, customer, or external-message effects
  • Invented or substituted instruments
  • Doorway documentation or duplicated claim pages
  • Silent failure, partial save loss, or hidden automation

Qualification claim boundary

Potentially allowed only after the stated evidence

  • A proposal that a defined claim was reviewed against named supplied records.
  • A proposal that a qualification check passed, failed, or remains held, with its receipt and limitations.
  • A proposal identifying an allowed instrument and its stated educational or bounded use.
  • A proposal describing unresolved contradictions, missing evidence, chronology issues, or authority boundaries.
  • A proposal linking the source reference agents/index.html#tilly when the link is presented as supplied source context.

Still held

  • That Tilly’s review is deployed, authoritative, complete, or independently approved.
  • That any provider, credential, database, customer index, publication route, or external communication is connected or executed.
  • That an instrument result is production-grade, professional advice, or proof of a real-world decision.
  • That a draft is a public claim, funding commitment, credential grant, or final publication.
  • That a source is true merely because it has a named locator, route, checksum field, or native surface.
  • That qualification has occurred without the required receipts, deterministic tests, chronology checks, authority review, and independent approval.
