Hypothetical scenarios
A reviewer opens the Grant dossiers guide for bounded local rehearsals. Every fixture uses invented placeholders, performs no provider or external action, and remains held until source evidence and human review are recorded.
1. Guided inquiry fixture
A reviewer records a bounded question, links only supplied source references, and marks every unanswered point Needs review.

Review questions
- A dossier record identifies Tilly as owner and links every requirement to a source-labelled note, file reference, or an explicit missing-evidence state.
- Every evidence item preserves its source locator and, when available, provenance, revision, and source SHA-256.
- A workback cannot be marked review-ready when the deadline time zone is missing or unresolved conflicts remain.
- Each designated instrument uses an exact allowed slug and stores inputs, outputs, limitations, and reviewer state.
- The instrument record explicitly states that calculators support educational or planning estimates and do not qualify an application or prove eligibility.
- Draft sections distinguish evidence-backed wording, assumptions, proposed wording, and held claims.
- Approval receipts show who reviewed each consequential decision and whether it is Needs review, Approved, or Held.
- File references expose type and size and do not claim upload, protected storage, provider connection, publication, or external submission.
